Question: Can I use PDA TileManager to download Google Maps Tiles?
Answer: Yes you can. The problem is that it is not allowed by google to download tiles whithout their API. Look in the Maps section for instructions.
Question: The file dialog for choosing a GPX file is bad and won't let me select files in subfolders.
Answer: PDA TileManager uses the standard Windows Mobile file dialog for selecting GPX files. This dialog is really crap! Fortunately there are many tools to exchange the standard file dialog. My favorite is the FileDialogChanger. You will find some information about it in this thread on XDA-Developers Forum.
